Flame retardants are composed of penitrating chemicals which give the material it's applied to an internal fire rating giving it the qualities of a fire-proof substance, while fireproofing involves creating external barriers to keep fire from reaching the protected material. This includes metal coatings and fillings for penatration gaps.
